About EBS Consultants
ABOUT US
EBS Consultants is a building regulations consultancy operating across Australia. We advise builders, developers, strata managers, lawyers, government bodies and property owners on whether their buildings comply with the National Construction Code (NCC) and Building Code of Australia (BCA) and we carry out the work required to get them there.
We operate across the full construction life cycle: design stage BCA and access reviews, construction inspections, fire safety certification, building defect reports, expert witness services, project management and compliance management for existing buildings. We currently operate in NSW, ACT, VIC and SA, with QLD and WA engagements underway.
Our team are building regulations specialists with deep expertise in fire and life safety, disability access, livable housing design, specialist disability accommodation, energy efficiency, building defects and project management. There are no generalists here.

MATTHEW HARRIMAN
Managing Director | Founder
Matthew Harriman, Founder and Managing Director of EBS Consultants. Matthew is an unrestricted building surveyor in New South Wales and South Australia, with more than 14 years of experience across the construction, compliance, and remedial building sectors.
Matthew has worked closely alongside leading industry experts, consultants, and legal teams, developing a strong depth of knowledge in building legislation, building codes, and Australian Standards. He is particularly experienced in identifying, assessing, and explaining complex fire and life safety building defects, including the preparation of litigation-compliant reports.
His expertise includes project managing remedial and upgrade works, conducting construction stage inspections, advising on BCA and accessibility compliance, and preparing upgrade strategies for existing buildings. Matthew regularly works with owners corporations and councils to resolve and manage Fire Safety Orders through to completion.
Matthew is committed to delivering the highest standards of professionalism, service, and ethical practice, and brings a practical, solutions-focused approach to complex compliance challenges.
ROBERT ROMANOUS
Director - ESD & Sustainability
Robert Romanous is Director at EBS Consultants, specialising in sustainability and building performance, with over ten years of experience in sustainable design. He provides expert guidance on projects of all scales, from architecturally designed homes to large mixed use and commercial developments. With a strong commercial mindset and a highly collaborative approach, he expertly balances development objectives with sustainability requirements to deliver practical, cost-effective solutions.
Robert’s portfolio highlights his expertise in sustainable design across a variety of major projects. He has conducted assessments for Sydney’s Rozelle Interchange, multiple state-significant and affordable housing developments, and contributed to an award winning ‘Future Homes’ submission - an initiative focused on innovative apartment design, sustainability, and livability.
BENJAMIN LONGLONG
Manager of Building Regulations
Ben Long is an accredited Unrestricted Building Surveyor with the NSW Department of Fair Trading, bringing nearly 14 years of experience in the building and construction industry. He began his career in local government with Gosford City Council before transitioning into the private sector, where he spent close to a decade with BCA Logic. Ben now serves as the Manager of Building Regulation at EBS Consultants.
Throughout his career, Ben has developed extensive knowledge across all building classifications, working on a diverse portfolio ranging from high-rise residential developments to complex industrial warehouse projects. His strong technical knowledge is complemented by a thorough attention to detail and a solutions-focused approach to building compliance and regulation.
Ben’s contributions to the industry have been recognised through notable awards, including the NSW Student of the Year by the Australian Institute of Building Surveyors, as well as being part of the NSW Building Surveyor Team of the Year.
